The Parliament took a step towards improving the functioning of industrial parks

The Verkhovna Rada of Ukraine has adopted in the first reading the draft law (No. 1217) “On Amendments to Certain Legislative Acts of Ukraine on Improving the Functioning of Industrial Parks.” This is reported on the parliament’s website, "Komersant Ukrainian" reports.

The draft law introduces the concept of an “eco-industrial park”.

As Prime Minister Denys Shmyhal explained when presenting the draft law in early January, “this will be an innovative format of industrial sites where businesses will use alternative energy sources, rationally manage waste and optimize the use of water resources.”

The draft law also clearly delineates the functions of all industrial park entities and expands the list of activities of an industrial park participant. The document also regulates the rules for the placement of facilities other than industrial facilities within the industrial park: training centers, catering facilities and other auxiliary infrastructure, and improves the procedure for selecting an industrial park management company and provides for the possibility of this company to use the state program of affordable loans “5-7-9”.

In addition, the draft law expands the list of countries for which there are restrictions on attracting investment: Belarus and Iran are added to Russia.

The state supports the development of industrial parks

As the Ministry of Economy reminds, participants in industrial parks receive a number of tax and customs benefits, including

– exemption from import VAT and customs duties on equipment (provided that there are no Ukrainian analogues and it is used exclusively within the park)

– exemption from corporate income tax for 10 years, subject to reinvestment of funds in the development of the enterprise;

– the possibility of obtaining local tax benefits by decision of local governments.

In 2024, 15 industrial parks received financial assistance

uAH 1.128 billion of state support was allocated to parks. This created the conditions for the implementation of 34 infrastructure industrial projects. This was reported by the Decentralization publication with reference to the Ministry of Economy.

The state decided to support the following industrial parks: “Korosten (Zhytomyr region), BF TERMINAL (Zakarpattia region), Zakhid Resurs (Lviv region), Khmelnytskyi (Khmelnytskyi region), Kovel Porto (Volyn region), Bila Tserkva (Kyiv region), Bila Tserkva 2 (Kyiv region), VinIndustri (Vinnytsia region), “Misto Skla (Kyiv region), Synnivka (Lviv region), Friendly Wind Technology (Zakarpattia region), Bucha Techno Garden (Kyiv region), KIT (Kyiv region), INNOVATION FORPOST (Dnipropetrovs’k region), Vinnytsia Industrial Park (Vinnytsia region).

State support provides for co-financing in the proportion of 50% to 50% for the development of engineering and transport infrastructure and connection to the power grid in the amount of up to UAH 150 million. For the de-occupied territories, there is a special co-financing mechanism in the ratio of 80% to 20%.
