Passports without military commissariat: new rules for Ukrainians aged 18-60 abroad

The Cabinet of Ministers of Ukraine has simplified the procedure for issuing passports for men aged 18 to 60 who are abroad. From now on, they do not need to physically present a military registration document to obtain a passport of a citizen of Ukraine or a passport for traveling abroad, "Komersant Ukrainian" reports citing the official website of the government.
The decision was made in the context of the government’s efforts to minimize bureaucracy and simplify the process of providing public services to Ukrainian citizens abroad.
The changes allow thousands of Ukrainians who are forced to stay abroad to apply for or renew their passports, which simplifies access to legal stay, employment, education and public services outside of Ukraine.
What has changed
- foreign divisions of SE “Document” independently check the status of military
- in the electronic registry;
- if there is no information about a man, he is automatically registered for military service;
- a military registration document is created in electronic form;
- there is no need to pass a medical examination anymore;
- all checks are carried out automatically, without any additional actions from the applicant.

Additional details
If there is no information about a man in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, his data will be transferred to this register and he will be automatically registered for military service without undergoing a medical examination.
These changes also make it possible to avoid the need to use the Reserve application for issuing passport documents.
These innovations are aimed at ensuring the rights of Ukrainian citizens abroad and maintaining their connection with the state.
