Patients and charitable foundations have been allowed to hold foreign currency in their accounts

The National Bank of Ukraine has allowed citizens to accumulate the full amount of foreign currency needed to pay for medical treatment abroad. This was reported by the press service of the National Bank of Ukraine, according to "Komersant Ukrainian".
Under the new rules, an individual, their relative, or a charitable foundation may purchase foreign currency and hold it in an account at a Ukrainian bank until the full amount required for treatment has been accumulated.
This will allow medical bills abroad to be paid in a single payment once the funds have been fully accumulated.
Who can take advantage of the new opportunities
It is permitted to accumulate currency for medical treatment:
- the patient themselves;
- their relatives;
- charitable organizations that raise funds for medical treatment.
The condition is compliance with procedures established by the regulator when purchasing and holding currency.
The National Bank of Ukraine believes that these changes will not have a significant impact on the country’s foreign exchange market.
Regulation of the Investment Fund for Reconstruction
Separately, the regulator has established rules for the financial operations of the U.S.-Ukraine Investment Fund for Reconstruction.
This involves regulating settlements in hryvnia and foreign currency within Ukraine that are necessary for the fund’s operations.
The establishment of the fund is provided for by an agreement between the governments of:
- Ukraine
- the United States
Its mission is to attract investments for the reconstruction of the Ukrainian economy.
When the new decisions took effect
The easing of currency regulations is enshrined in two resolutions of the National Bank of Ukraine:
- adopted on January 13, 2026;
- which took effect on January 14, 2026.
The decision is part of a gradual easing of currency restrictions introduced after the start of the full-scale war.
