Military transfer: commanders have 72 hours to implement the decision

The Cabinet of Ministers of Ukraine has adopted a resolution that establishes a clear procedure for the transfer of military personnel at their initiative. The document aims to make personnel processes in the Armed Forces more transparent, fast and fair. This was reported by "Komersant Ukrainian" with reference to the Ministry of Defense and MP Oleksiy Honcharenko.
New rules for transferring military personnel
From now on, commanders of military units are obliged to implement personnel decisions within 72 hours of receiving them. If the command has any objections, it must provide a substantiated response to the Personnel Center of the Armed Forces of Ukraine no later than 48 hours.
Minister of Defense of Ukraine Denys Shmyhal emphasized that the transfer order must be executed within 30 days, and within the first 72 hours the commander must start the process of transferring the position to the serviceman.
“In this way, we are implementing one of the key priorities of the Ministry – taking care of the military and increasing the efficiency of the Defense Forces. We continue to work on simplifying and speeding up personnel procedures,” noted Shmyhal.
The Personnel Center of the Armed Forces can cancel a transfer order if a violation of requirements is found during the inspection or if a serviceman has committed a criminal offense.
There are clear grounds that make it impossible to transfer. A special working group is being set up to resolve disputes.
Commanders also have the right to file a petition to cancel the transfer, but only if there are substantiated reasons.
In addition, the procedure for transferring from the Armed Forces to the National Guard and vice versa has been simplified.
Control and resolution of disputes
To coordinate the process, an operational group is being set up, which will include representatives of the Ministry of Defense, the Armed Forces Personnel Center, law enforcement agencies, the Department of Personnel Policy and the commands of the Armed Forces.
The purpose of the innovations is to prevent delays in decisions and cases where commanders ignore transfer orders.

In addition, transfers between the Armed Forces and the National Guard have been simplified. Servicemen can now submit an electronic request to change their place of service through the Army app.
The government expects that the new procedure will make the personnel system in the Armed Forces more efficient, and the military will have more opportunities for career development and rotations between units.
