First mortgages for IDPs: banks have started issuing loans under the new “eHousing” conditions – is demand growing?

Ukraine’s internally displaced persons (IDPs) have started receiving the first preferential mortgage loans under the updated state program eHouse.
As of the end of October, seven loans have been issued, six through Sky Bank and one through Globus Bank, Ukrfinzhytl reported , citing Interfax-Ukraine.
How the program works
The program provides for state compensation of up to 70% of the down payment and part of the monthly payments for IDPs and residents of frontline areas.
The government also covers up to UAH 40 thousand of notary fees and commissions.
The first loan under this scheme was issued by Globus Bank:
- The amount was uAH 1.59 million
- Term: 20 years
- Object: one-bedroom apartment in the residential complex “Oxford” (Chaika village, Kyiv region)
- Housing cost: UAH 1.99 million
- Down payment after compensation: only UAH 119.7 thousand
- Monthly payment in the first year: uAH 4.9 thousand
The house is planned to be commissioned in the second quarter of 2026.
What the banks say
Olena Dmitrieva, First Deputy Chairman of the Board of Globus Bank, called this case “the beginning of a new trend” in the development of the eHouse program.
According to her, supporting IDPs in purchasing their own housing is a key condition for their integration into communities.
On September 10, 2025, the eHouse program received a new direction – state support for IDPs and residents of frontline areas.
Under this mechanism, the state will cover most of the start-up costs to reduce barriers to participation in the program.
What is the demand?
According to the Ministry of Social Policy, the Pension Fund of Ukraine has already received 164 applications from IDPs who want to buy housing on preferential terms.
The government expects that after the first successful cases, the number of applicants will grow, and banks will gradually expand their participation in the program.
