Support for Ukrainian businesses: a new category has been added to the Register of Damages

Individual entrepreneurs (FOP) can now submit applications to the international Register of Damages (RD4U) in the new category A3.5 “Loss of private entrepreneurship.” This was reported by the Ministry of Economy, Ecology, and Agriculture of Ukraine, according to "Komersant Ukrainian"

The new category is intended for entrepreneurs who have lost profits or were forced to cease actual operations after February 24, 2022, as a result of hostilities, occupation, destruction of property, or forced relocation. Business owners who have ceased operations due to mobilization or voluntary participation in the Defense Forces or other economic factors (critical decline in demand due to the war) are also eligible to apply.

“The category covers actual loss of business income, including expected but not received profits,” the publication notes.

The service is already available on the Diya portal. When filling out the application, sole proprietors must provide evidence of the suspension of activities (documents on destruction, occupation, etc.), information on income, and confirmation of the amount of losses. Financial reports previously submitted to the tax authorities will be automatically available in electronic form during the application process.

In addition to official reports, entrepreneurs can provide any other documents and information to support their application for income lost due to Russian aggression or the actual suspension of activities.

Earlier, it was reported that on July 17, 2022, the Dutch government supported Ukraine’s proposal to create an International Register of Damage Caused by Russian Aggression.

The need to create a Register of Damages was specifically mentioned in the UN General Assembly resolution of November 14, 2022, which concerned the need to create an international mechanism for compensation for damages resulting from Russia’s illegal actions against Ukraine.

On May 17, 2023, more than 40 countries signed a political declaration on the creation of a register of damage caused by Russian aggression.

Ukrainians can report damage and destruction of housing as a result of Russian aggression to the International Register of Damage using the Dія app or portal.

In September 2025, the authorities decided to include claims for business losses in the damage registry.
