50,000 UAH “lifting” assistance: which children and young people are eligible for state payments

Ukraine has introduced a one-time “relief” payment of 50,000 hryvnia for children and young people who have returned to government-controlled territory after deportation, forced displacement, or residence in temporarily occupied territories. This was announced by the Minister of Social Policy, Family, and Unity of Ukraine, Denys Ulyutin, according to "Komersant Ukrainian".
Who is eligible for 50,000 hryvnia
According to the minister, the following are eligible for the one-time payment:
- children who have returned after deportation or forced displacement;
- young people aged 18 to 23, if they were deported before reaching the age of majority.
This applies specifically to citizens who have returned to territory controlled by Ukraine.
“Children returning from deportation are entitled to ‘start-up’ assistance from the state in the amount of 50,000 hryvnia. This also applies to young people aged 18 to 23 who were deported before reaching adulthood,” Ulyutin emphasized.
Purpose of the payment
The government emphasizes that the return of children is not only a humanitarian mission but also Ukraine’s response to the systematic crimes of the aggressor state.
According to the minister, Russia has been shaping a system of influence on Ukrainian children for years through educational programs, institutional establishments, and ideological education. Therefore, it is not only about physical return, but also about restoring identity, trust, and security.
Comprehensive reintegration program
In addition to a one-time payment, the state is developing individual support programs for each child or young person who has returned.
A step-by-step reintegration plan lasting 18 months is provided, which includes:
- restoration of documents;
- provision of temporary housing;
- working with the family or selecting a family-based form of upbringing;
- psychological and social support;
- support in education and adaptation.
The government states that the program’s goal is to create a safe environment for the restoration of normal life and the integration of children and young people into Ukrainian society.
In total, 2,003 children have been returned to Ukraine as part of the President’s Bring Kids Back UA initiative. From 2023 to 2026, support and reintegration measures will be coordinated for 1,276 children.
Among them, 110 children have been reunited with their parents or legal representatives, 61 children have been placed in family-based care, 1,102 children and their parents have received support and psychological assistance, 1,091 children have had their humanitarian needs met, 949 children have been assisted in restoring their documents, more than 300 children were enrolled in school, the living conditions of nearly 200 families were improved, 429 children were provided with payment for additional medical needs, 1,017 children were provided with financial assistance, and 270 children were provided with recreation and health improvement.
How to receive payment
Details on the procedure for applying for assistance will be provided by social protection authorities at the place of residence.
It is expected that in order to receive funds, it will be necessary to confirm the fact of deportation or forced displacement and return to the controlled territory.
