Concessional housing loan: now IDPs can apply through Diia

The Cabinet of Ministers has amended the Procedure for preferential mortgage lending to internally displaced persons at the expense of a grant provided by the Reconstruction Credit Institution. This is stated in the Cabinet of Ministers Resolution No. 771, "Komersant Ukrainian" reports
According to the document, an application for a loan is submitted by the applicant in electronic form through the Unified State Web Portal of Electronic Services (Portal Diia).
The application is submitted to the financial institution by the applicant who has been authenticated, qualified electronic signature or other means of electronic identification that allow to unambiguously establish the identity of the applicant.
The application shall contain the following information
- surname, full name, patronymic (if any) of the applicant;
- date of birth of the applicant;
- gender of the applicant; series (if any) and number of the passport of a citizen of Ukraine;
- registration number of the taxpayer registration card of the applicant and his/her family members;
- unique entry number in the Unified State Demographic Register of the applicant and his/her family members (if any);
- region in which the applicant wishes to obtain a loan;
- number of family members of the applicant;
- information on the marital status of the applicant;
- confirmation of the fact that the applicant and his/her family members are registered as internally displaced persons;
- confirmation of the applicant’s official income for the six months preceding the date of application;
- confirmation of the fact that the applicant and his/her family members do not own residential property (except for residential property located in the territories of active hostilities and occupied territories);
- a note on the absence of facts of receipt by the applicant or his/her family members at the age of majority at the expense of budgetary funds of state support / monetary compensation / loans on favourable terms for the construction (purchase) of housing
- contact details of the applicant (email address, telephone number).
As a reminder, under the programme of preferential mortgage lending to internally displaced persons at the expense of a grant provided by the KfW, the interest rate is set at 3% per annum.
