Zelenskyy’s victory plan: what is worth knowing and why do the details remain secret?

President of Ukraine Volodymyr Zelenskyy’s victory plan will soon be presented to Ukrainians, but without some details so that the enemy does not learn about them. This became known from the words of the Head of the Presidential Office, Andriy Yermak. The Victory Plan should be viewed from two perspectives, says Dmitry Snegirev, analyst and co-chair of the civil initiative “Pravova Sprava”, in an exclusive interview with .

“We should talk about the political part of the President’s plan and the military part. There is no point in discussing the military component of this plan in public. Moreover, there is a statement by representatives of the Presidential Office of Ukraine that refers to the military component of this plan, namely, the actual coercion of the Russian Federation to peace talks,” Snegiryov said

One of the components of the Victory Plan is forcing Russia to negotiate

The aggressor country, in its turn, gave a preemptive comment, Snegiryov said. The Kremlin says it is unpromising to force Russia to start peace talks on military grounds.

“However, the Russian president’s subsequent statements about changing the nuclear doctrine indicate the opposite. The Russian Federation clearly understands that the military part of Zelenskyy’s plan is an opportunity to strike at the territory of Russia. I assume that this is one of the components. It also probably includes expanded military-technical cooperation with our strategic partners, which could have serious consequences for Russia,” Dmytro Snegirev

Moreover, the military part of Zelenskyy’s plan for possible military coercion comes against the backdrop of successful attacks by the Ukrainian intelligence community on key logistics facilities in Russia, military expert Dmytro Snegiryov said.

“Strikes on storage arsenals are evidence that: a) the Ukrainian side is neglecting the so-called red lines of the Russian Federation, b) it demonstrates to the world that the Russian air defence system is unable to counteract external factors, namely strikes by Ukrainian UAVs,” Dmitry Snegirev said

By effectively using drones, the Ukrainian side is showing that with greater capabilities, Western partners will see a completely different result, Snegiryov said. Russia’s position will immediately deteriorate, including its logistics and energy sector.

Successful operation in Kursk region as part of the Victory Plan

Further continuation of the successful operation in the Kursk region is also part of the Victory Plan. This was stated by the President of Ukraine the day before. According to Dmytro Snegiryov, the war on the territory of the Russian Federation calls into question the Kremlin’s plan itself.

“If Russia insists on negotiations taking into account the current situation on the battlefield, the Ukrainian Defence Forces are currently advancing in the fourth district of Kursk region, Velykosoldatske. Now the question arises: how will Russia resolve the situation in Kursk? Will the aggressor country recognise the status quo of the territories assigned to Ukraine by the Russian Federation?” – Dmitriy Snegiryov

On the other hand, if Russia wants to resolve the issue of the Kursk region by force after the conclusion of peace talks, it calls into question the very capacity of the Russian Federation to carry out the peace process.

“This is a diplomatic, military and political trap for Russia. We played ahead of the curve and Ukrainian diplomacy proved to be successful.” – Dmytro Snegiryov

Political component of the Victory Plan

In terms of the political component, Russia has already stated that it sees no prerequisites for participation in the second peace summit, as the Ukrainian side insisted. And it promised to study the Victory Plan itself from official sources.

“We believe that it is impossible to do any analysis based on media reports. If any information is ever released from official sources, we will, of course, carefully study it… So far, there is a lot of different, including contradictory, information,” Peskov said

In any case, the Russian side has no access to this document now. It is known that Zelenskyy presented this plan to both US presidential candidates, Kamala Harris and Donald Trump, as well as Joe Biden and the US Congress. The President also discussed the plan with other partners of Ukraine, including the leaders of the Group of Seven.

Probably, when there is a common consensus of all partners, Russia can be informed about further plans to end the war.
