Tablets for medical personnel and a new tracking system: how the electronic patient record works

The Ukrainian Armed Forces are expanding the use of the electronic Primary Medical Record (ePMR)—a digital document that allows medical personnel to access comprehensive information about wounded service members at all stages of evacuation and treatment.
This was reported by the Ministry of Defense of Ukraine, according to "Komersant Ukrainian".
Thanks to the system, medical personnel can work with electronic data at stabilization points, in surgical wards, and during evacuation.
Tablets for medical personnel
To work with the system, military medics were provided with 4,060 tablets.
They were provided by the Come Back Alive charitable foundation.
The devices are used with the Medevac app, which features an electronic medical record.
How the electronic medical record works
The system allows medical data to be recorded and transmitted in digital format.
The medical professional enters the following into the record:
- information about the service member;
- clinical condition;
- type of injury or wound;
- medical care provided and medications administered;
- information regarding further evacuation.
The data is automatically transmitted to the Medical Information System of the Armed Forces of Ukraine.
This allows doctors at the hospital to see the condition of the wounded person even before their arrival.
What are the benefits of the digital system
The Ministry of Defense notes that the electronic card helps:
- prevent the loss of medical data during evacuation;
- reduce the number of medical errors;
- avoid duplication of procedures;
- make treatment decisions faster;
- spend less time on paper documentation.
Digital records also provide a foundation for medical analytics—specifically regarding injury types, evacuation efficiency, and treatment outcomes.
Where the system is already in use
Currently, the electronic Primary Medical Record is used in over 250 units
of the Armed Forces of Ukraine and continues to expand.
It accompanies the wounded soldier from the moment first aid is administered until arrival at the hospital, compiling a complete medical history.
The Ministry of Defense emphasizes that the electronic card also serves as official confirmation of injury for undergoing a military medical examination and receiving benefits.
The digitization of medical evacuation has a direct impact on the speed of care delivery and the preservation of soldiers’ lives.
