A man was beaten near the RCCC: two law enforcement officers face up to 8 years in prison

Two police officers were notified of suspicion of abuse of power for beating a man near the Holosiivskyi RTC in Kyiv. The incident occurred on October 17. This was reported by "Komersant Ukrainian" with reference to the press services of the Kyiv City Prosecutor’s Office and the State Bureau of Investigation.
“Under the procedural supervision of the Kyiv City Prosecutor’s Office, two police officers were notified of suspicion, who took a man with military service to the RCC and JV building in a minibus and inflicted numerous blows to his arms and legs,” the prosecutor’s office said.
According to the investigation, the victim was lying on the doorstep of the minibus and did not offer any resistance. Nevertheless, the police inflicted at least 10-15 blows to his head and body.
The man sustained injuries, the extent of which will be determined by a forensic medical examination.
Investigators also found that the conflict arose after the victim sprayed pepper spray in the car.
However, the actions of law enforcement officers, according to the investigation, were disproportionate to the situation and degrading to human dignity.
Legal qualification
The actions of the police officers are classified under Part 2 of Article 365 of the Criminal Code of Ukraine – abuse of power or official authority by a law enforcement officer, accompanied by violence and insult to the personal dignity of the victim.
The sanction of the article provides for
- imprisonment for 3 to 8 years;
- additionally, a ban on holding certain positions for up to 3 years.






The investigation is ongoing
The pre-trial investigation is being carried out by investigators of the Territorial Department of the State Bureau of Investigation in Kyiv under the supervision of the Kyiv City Prosecutor’s Office.
The victim was sent for a forensic medical examination to determine the extent of his injuries.
