Tax changes for entrepreneurs: new reporting rules from April 1, 2025

Starting from the beginning of April, individual entrepreneurs (IEs) of the 3rd group in Ukraine will have to file a new tax return, which includes a number of important changes. This decision was made in accordance with the order of the Ministry of Finance of Ukraine to improve tax reporting, ensure transparency and efficient tax administration, "Komersant Ukrainian" reports.

What has changed in the declaration?

  1. Military tax. One of the main changes is the introduction of a separate section to reflect the military fee. This is due to the fact that under martial law, this tax plays an important role in financing defense needs. From now on, entrepreneurs must clearly indicate the amount of the military tax to be paid, which will allow the tax authorities to more effectively control budget revenues.
  2. Minimum tax liability (MTL). The Law introduces the calculation of the minimum tax liability for individual entrepreneurs, which is determined using a coefficient of 0.057. This indicator will be valid until 2025 and will remain in force until the end of martial law. The minimum tax liability is intended to ensure a fair tax burden, especially for those taxpayers who may underreport their income.

Formats for submitting a declaration

To submit an updated tax return, individual entrepreneurs can use the following electronic formats:

  • F0103309 – for individual entrepreneurs who are single tax payers of the 3rd group.
  • J0103509 – for legal entities using the simplified taxation system.

These formats ensure fast and convenient reporting through taxpayers’ electronic offices.

Filing deadlines and responsibilities

Sole proprietors of the 3rd group must submit a declaration for the first quarter of 2025 by May 12, 2025. This is due to the general rules for submitting quarterly reports, which must be submitted no later than 40 calendar days after the end of the reporting period. Late submission or incorrect completion of the declaration may result in fines and other sanctions.

How to prepare for filing a new declaration?

In order to avoid mistakes and delays in filing reports, the State Tax Service of Ukraine recommends the following:

  • Update your software. Make sure your accounting software supports the new declaration formats.
  • Check the correctness of calculations. Pay particular attention to the calculation of the military fee and the minimum tax liability.
  • Consult with experts. If you have any questions, contact a professional accountant or tax advisor.

Why is it important to comply with the new requirements?

The introduction of the new declaration form is part of the overall reform of the tax system aimed at increasing transparency and efficiency of tax control. Correct and timely submission of reports helps to ensure a stable flow of funds to the budget, which is used to finance social programs, defense and the country’s recovery.

For entrepreneurs, the innovation means that they need to be more careful in calculating their tax liabilities and plan their financial activities more carefully. Compliance with these requirements will help avoid fines and financial losses and ensure the smooth operation of the business.
