Taxes on energy equipment may be cancelled by 2026: committee supports draft laws

The Verkhovna Rada Committee on Finance, Taxation and Customs Policy has supported draft laws No.11258 and No.11259 on amendments to the Tax and Customs Codes of Ukraine to exempt goods for the production and/or repair of mechanised demining machines, as well as generators, solar panels and energy storage systems from import duty and VAT, Komersant ukrainskyi reports.

According to the published documents, taxes may be cancelled until the end of martial law, but no later than 1 January 2026.

The goods imported into the customs territory of Ukraine (including those sent in international postal and express shipments) classified under the following codes according to the Ukrainian Classification of Goods for Foreign Economic Activity are exempt from taxation:

  • 8406 – steam turbines (except for 8406 10 00 00 – turbines for ship power plants);
  • 8410 – only hydraulic turbines and their parts;
  • 8483 40 21 00 – spur and helical gears;
  • 8502 20 40 90, 8502 20 60 90, 8502 20 80 90 – piston engine power generating sets (except for those intended for civil aviation);
  • 8411 – gas turbines;
  • 8501 64 00 00 – engines and generators, electric (except for electric generator sets) with a capacity of more than 750 kVxA;
  • 8504 40 84 00, 8504 40 88 00, 8504 40 90 00 – inverters (except inverter welding machines);
  • 8507 60 00 00 – lithium-ion batteries (except for energy storage units with a capacity of less than 300 W AC and DC and individual lithium-ion cells with a capacity of less than 200 Ah);
  • 8541 43 00 00 – solar electric panels;
  • 8537 – consoles, switchboards for controlling or distributing electric current (except for those intended for motor vehicles – 8537 10 98 10);
  • 8503 00 99 00 – parts for wind power generating units.

It has also been reported that the government has begun preparing a programme of financial state support for the purchase of energy equipment for businesses and individuals installing alternative energy generating units in their own households.

According to the Prime Minister of Ukraine Denys Shmyhal, the amount of compensation for installations with a capacity of up to 10 kW per household will be UAH 244,000. The maximum loan amount will be UAH 480,000 for a period of 5 years.

Situation in the Ukrainian energy sector

on 29 March 2024, Russia resumed its attacks on the Ukrainian energy sector, carrying out the most massive shelling in the entire period of the full-scale war. In particular, DniproHES and other Ukrainian energy facilities were hit. Since then, Russia has been regularly shelling Ukrainian energy infrastructure.

Thus, the Russians destroyed Trypillia and Zmiivska TPPs, causing Centrenergo to lose 100% of its generation. Also, 5 of DTEK’s 6 thermal power plants were severely damaged.

After that, power outages started again in Ukraine, Ukrenergo introduced blackout schedules and the government raised electricity tariffs by 60% at once.

At the same time, the Cabinet of Ministers decided to build two new units at the Khmelnytsky N PP and has already received the approval of the relevant parliamentary committee. The Razumkov Centre has criticised these plans, but some experts believe that only traitors or scoundrels are against the construction of nuclear power plants today.
