The police are updating their fleet: from crossovers to trucks worth billions of dollars

on September 11, the National Police of Ukraine conducted a procurement of crossover passenger cars. The expected cost of 150 cars was UAH 167.4 million.

This is stated in the Prozorro data, "Komersant Ukrainian" reports.


The auction was won by the only bidder, KIY AUTO CENTER, which offered a price almost identical to the expected one – UAH 167.41 million.

The contractor has until December 15, 2025 to deliver the cars.

The second procurement

The day before, on September 10, a tender was held for specialized MAN-based trucks with 4×4 and 6×6 wheel configurations.
The procurement budget amounted to UAH 273.7 million for 42 units. The only bidder, Spets-Kom-Service LLC, won the tender with a bid of UAH 253.05 million.
The trucks are expected to be delivered by December 16, 2025.

Why it is important

  • Both procurements were made with the participation of only one bidder, which traditionally raises questions about competition in tenders.
  • Both the police and security forces have been significantly expanding their fleets in recent years, citing mobility and security needs in times of war.
  • In December 2025, the Ministry of Internal Affairs is expected to receive two large packages of vehicles at once – both passenger crossovers and heavy trucks.

We remind you that Ukraine has been actively renewing the vehicle fleet of its law enforcement agencies since the beginning of the full-scale invasion. In 2023-2024, the government allocated funds for armored vehicles, mobile medical units, and sapper equipment.
At the same time, civil society organizations have repeatedly drawn attention to “technical” tenders where a single bidder was the winner.
