Politics or infrastructure protection: what is behind the searches at Kyivteploenergo?

The Kyiv City State Administration stated that on February 12–13, employees of the Security Service of Ukraine conducted searches at the headquarters of Kyivteploenergo. According to the KCSA , the actions of the security forces effectively paralyzed the company’s operations at a critical moment — immediately after the Russian attack on the capital’s energy infrastructure, reports "Komersant Ukrainian".

The city administration claims that all investigative actions were carried out on the basis of a single ruling by an investigating judge, but at the same time affected key processes related to the elimination of the consequences of the shelling.

What is the risk, according to the Kyiv City State Administration?

The Kyiv City State Administration claims that the searches threatened the restoration of heat supply to about 2,600 buildings in Kyiv. On the night of February 12, the Russian attack caused critical damage to energy facilities, after which the company had to operate in emergency response mode.

The city authorities also emphasize the scale of pressure on the company:

  • this is the 103rd inspection or search since the start of the full-scale invasion;
  • law enforcement agencies have sent 188 requests for documentation.

The Kyiv City State Administration’s statement notes that not only financial and archival materials were seized, but also drafts of contracts that have not yet been concluded, on which preparations for the next heating season and the restoration of energy supplies depend.

Accusations of a “political nature”

The city administration directly stated that it sees a political motive in the actions of law enforcement agencies. They claim that the collection of documents concerned practically everything related to preparations for winter and the restoration of infrastructure after the destruction.

The position of the SBU

Following the public statement by the Kyiv City State Administration, the Security Service of Ukraine confirmed the searches in a comment to Babel . At the same time, the special service emphasized that it was acting in conjunction with the National Police and was checking whether:

  • Kyiv City State Administration officials;
  • the heads of relevant municipal enterprises adequately protected Kyiv’s critical infrastructure.

The SBU categorically denies allegations that the enterprise’s work was paralyzed and states that the searches:

  • were conducted in strict compliance with the law;
  • did not affect technological processes;
  • did not interfere with the work of units involved in restoring heat supply.

The situation with the searches is unfolding against the backdrop of regular Russian attacks on energy infrastructure, tense relations between the central government and the Kyiv city administration, and increased attention by law enforcement agencies to the protection of critical facilities in large cities.
