More than 37 million requests in a year: the Ministry of Digital Transformation named the most popular services of the Diia portal

More than 37 million requests in a year – the Diia portal has finally become a Ukrainian’s digital passport. In response to "Komersant Ukrainian"‘ s request, the Ministry of Digital Transformation released key figures, the budget for 2025, and explained how the personal data of millions of users is protected. We will tell you what users search for in Diia most often, how much its work costs taxpayers, and how our personal data is protected in this article.
“In 2024, users used the Diia portal more than 37 million times,” said Oleksiy Vovk.
According to Oleksiy Vovk, Acting Director of the Directorate – Head of the Department of the Ministry of Digital Transformation, at the beginning of 2025, the TOP-3 most popular services included:
- “Winter support” – social assistance for citizens in winter;
- “Extract of the place of residence” – a necessary document for registration or address confirmation;
- “Certificates OK-5 and OK-7” are important for applying for pensions and social benefits.
Budget for 2025: over UAH 736 million
According to the budget program “E-Governance” approved by the order of the Ministry of Digital Transformation, UAH 736.5 million is allocated in 2025 to support the Diia portal.
Expenditures for the creation, modernization, development, administration and maintenance of the unified state web portal of electronic services are provided in the amount of UAH 736,549.8 thousand,” Vovk said.

Data security: ISO certificate and constant monitoring
Responding to a query on personal data protection, the official emphasized that the SOE “Diia” has implemented an information security management system certified according to the international standard ISO/IEC 27001:2022.
“A number of comprehensive technical and organizational measures, including monitoring, are constantly being taken to ensure information security,” explained Vovk.
“In particular, we are talking about cryptographic protection, guarantees of confidentiality, integrity and availability of data, as well as measures to ensure the system’s resistance to cyber attacks.
Thus, the rapid growth in the use of the Diia portal shows that digital services have become an integral part of the daily lives of Ukrainians. At the same time, as services scale up, so does the state’s responsibility to protect personal data and use budget funds efficiently.
