Over a thousand call-outs per day — this was the pace at which the State Emergency Service worked in 2025.

Since the start of the full-scale invasion, 113 employees of the State Emergency Service of Ukraine (SES) have been killed and 574 wounded or injured while performing their duties. During 2025, units of the SES territorial bodies and central subordination formations carried out 492,703 call-outs to eliminate the consequences of emergencies, dangerous events, and extinguish fires, of which 56,604 call-outs were to eliminate the consequences of hostilities. This was reported in response to a request from "Komersant Ukrainian" .

The regions with the highest number of call-outs since the start of the full-scale war are Kharkiv, Kherson, Kyiv, Dnipropetrovsk, Donetsk, and Zaporizhzhia regions.

A total of 8,766 fires caused by shelling were extinguished. Most of the fires were extinguished in the Kherson, Kharkiv, Dnipropetrovsk, Donetsk, and Zaporizhzhia regions.

537 buildings and structures destroyed by shelling have been dismantled.

A total of 140 people were rescued from the rubble, and the bodies of 333 victims were recovered.

In total, over the past year, rescuers saved the lives of 7,782 people. They saved 13,955 buildings and structures, as well as 1,334 pieces of equipment, from destruction by fire.

In 2025, the State Emergency Service dismantled 537 buildings and structures destroyed by shelling, including:

  • 241 residential buildings (including 94 multi-story buildings);
  • 13 healthcare facilities;
  • 25 educational institutions;
  • 50 life support facilities and 208 other facilities.

In addition, the State Emergency Service units were involved in assisting local authorities in ensuring the livelihoods of the population, in particular:

  • 29 tons of food were delivered.
  • 11,055 tons of drinking and technical water were delivered.
  • 5,182 window openings were restored in more than 194 critical infrastructure and social facilities.

According to [Komersant] , employees have to work in high-risk areas, in territories where hostilities are or have been ongoing, as well as in temporarily occupied territories.

Remuneration and allowances

The minimum monetary allowance for rank-and-file and senior personnel in 2026 is 17,000 hryvnia for a full month of performing their duties. The monetary allowance consists of a salary, a special title allowance, monthly and one-time additional payments (bonuses, surcharges, premiums). One of the one-time additional types of monetary compensation is additional remuneration. Its payment is provided for by Resolution of the Cabinet of Ministers of Ukraine No. 168 of February 28, 2022, for the period of martial law and by Special Order No. 35.

The amount of additional remuneration for rescuers depends on the nature of the tasks performed to eliminate the consequences of aggression and amounts to:

  • Up to UAH 30,000 per month — when working in high-risk areas (Kharkiv, Donetsk, Luhansk, Zaporizhzhia, Kherson regions and certain communities in other regions), as well as when eliminating the consequences of missile/drone strikes outside combat zones.
  • Up to 100,000 hryvnia per month — when performing tasks directly in combat zones, in temporarily occupied territories, or in the territory of the aggressor state.

Thus, rescuers who go out to extinguish fires after shelling are entitled to additional remuneration in addition to their monthly salary, the State Emergency Service told Kommersant Ukrainian.

Social guarantees and benefits

At the same time, State Emergency Service employees whose work involves risk to life, in accordance with the Civil Protection Code of Ukraine, are entitled to:

  • Free medical and sanatorium-resort care for themselves and their family members.
  • The right to continue treatment in sanatoriums after hospitalization.
  • Medical care for service veterans who have become disabled as a result of performing their duties.
  • A one-time cash payment in the event of death, disability, or partial loss of working capacity.
  • In the event of death while performing duties in a combat zone, the family is paid a one-time benefit of 15 million hryvnia.
  • In addition, employees who were directly involved in combat operations are covered by the Law “On the Status of War Veterans.”

All SES employees who perform duties in hazardous positions have the same social and legal protection provided by law. The SES system has support services that help injured employees to exercise their social guarantees, according to [Komersant] .
