Portal closed: another bank ceases operations in Ukraine

The National Bank of Ukraine has revoked the banking license of JSC Bank Portal and removed information about the bank from the State Register of Banks. The NBU announced the decision, "Komersant Ukrainian" reports.

It is noted that on September 16, 2024, the sole shareholder of JSC Bank PORTAL decided to terminate the bank’s banking activities without terminating the legal entity, and on February 20, 2025, JSC Bank PORTAL completed its banking activities.

This bank became the tenth bank to cease banking activities on its own initiative without terminating its legal entity.

Previously, the National Bank has already revoked banking licenses of PJSC Vernum Bank, PJSC BM Bank, PJSC DiVi Bank, PJSC CB Financial Partner, PJSC Apex Bank, PJSC Industrial and Financial Bank, PJSC Credit Optima Bank, PJSC Settlement Center and JSC Alpari Bank under this procedure.

In order to cease banking activities without termination of the legal entity, the bank shall agree with the National Bank on a termination plan and fully fulfill its obligations related to banking activities within the established timeframe.

As a reminder, Bank Portal was founded on June 07, 2013. The bank did not have any branches for servicing. Bank Portal had UAH 263.2 million in assets, which is only 0.008% of the assets of the entire banking system.

According to the Youcontrol platform, the ultimate beneficial owner of the bank is Igor Kolosnitsyn.

As of January 1, there were 61 banks in Ukraine, including 19 with 100% foreign capital. Also, as of the beginning of the year, there were 5,011 operating structural subdivisions of banks in Ukraine. Over the past year, their number decreased by 127.

In 2025, the National Bank of Ukraine planned to assess the stability of 21 banks, which account for more than 90% of the country’s banking system assets.
