Ukrposhta’s postal bank is preparing to launch: when will it start operating?

The national postal operator Ukrposhta continues to work on obtaining a license to launch Ukrposhta Bank, although the National Bank of Ukraine has declared PIN Bank, on the basis of which it was planned to create such a postal bank, insolvent.

“We are currently working on this (launching a postal bank). … Either the existing bank must be transferred to us, or we must apply for a license. But we have certain questions for the regulator, which does not yet see Ukrposhta Bank,” Ihor Smelyansky told Interfax-Ukraine, as reported by "Komersant Ukrainian".

“From the date of receiving the permit, I think we will launch in 2-3 months,” he added.

According to him, the company already needs to prepare for next winter and ensure that financial services are available throughout the country.

PIN Bank was declared insolvent on February 19 due to its failure to comply with the regulator’s requirements for a revised financial recovery plan. Earlier, the bank became state-owned by decision of the High Anti-Corruption Court and was transferred to the Ministry of Economic Development.

In December 2025, the President of Ukraine signed a law allowing the creation of Ukrposhta Bank and the development of financial inclusion in Ukraine.

Ukrposhta’s financial results for the fourth quarter of 2025 show positive dynamics: net profit amounted to UAH 257.9 million, which is 69.2% higher than in the same period of 2024, thanks to additional income from the sale of the company’s property in the amount of UAH 168 million. The company’s revenue in the fourth quarter increased by UAH 10.7 million and reached UAH 3.601 billion.

Green light for Ukrposhta Bank

The state-owned Ukrposhta has announced its intention to acquire or establish a bank over the past few years. Soon, more than 6,000 branches and 25,000 points of presence of Ukrposhta will begin to provide banking services in accordance with the government’s decision of January 28 to transfer 88.9% of the shares of First Investment Bank (PINbank) to the Ministry of Community and Territorial Development.

The new bank will operate under a special limited banking license.

Ukrposhta Bank will focus on providing basic services to the population in rural and frontline regions, the elderly, people with disabilities, social assistance recipients, and the military.

“Ukrposhta has been raising the issue of financial inclusion for eight years, but all this time there has been too much politics and protection of corporate interests involved. Ukrposhta has 25,000 points of presence throughout the country — in every city, village, mountain pasture, or just a few kilometers from the front line. We can ensure financial inclusion for every Ukrainian,” said Ihor Smelyansky, CEO of Ukrposhta JSC.

Ukrposhta Bank will allow Ukrainians to:

  • receive their pensions, social assistance, or bank transfers in cash at home or at a branch;
  • withdraw cash from their cards;
  • apply for an account, deposit, or loan at home (loans and deposits will be processed at the branch).
  • pay utility bills.

At the same time, the bank will have clear restrictions to ensure transparency and security:

  • it will not trade currency on the exchange;
  • it will not engage in high-risk operations;
  • It will not lend to large enterprises.

Ukrposhta Bank will also allow the state to save significant funds on the delivery of pensions and social assistance. According to preliminary estimates, the amount of savings will exceed UAH 5 billion over the next three to four years.
