Tougher penalties for tax evaders: Rada adopts law in first reading

Today, on 10 April, at a meeting of the Verkhovna Rada, MPs supported draft law No. 10379 on amendments to the Criminal Code and the Code of Administrative Offences for violations of mobilisation. Bill No. 10379 was supported in the first reading (as a basis) by 254 MPs.

However, MP Yaroslav Zheleznyak noted that despite the fact that the government’s version with all the norms has now been approved in the first reading, “it has many problems and strict norms.”

“Attention, since the issue was passed only in the first reading (and not in general), the government version with all the norms has now been approved. It has many problems. And it has strict rules. Therefore, all the promised changes should then be amended for the second reading at the Committee,”

– he wrote.

Before the vote, the document removed criminal liability for refusing to undergo the VLC.

The draft law defines the amount of fines for military offences

  • for violation of the rules of military registration (Article 210 of the Code of Administrative Offences) in peacetime – a fine of UAH 3,400 to 5,100, repeatedly or during a special period – from UAH 17,000 to 22,500;
  • for violation of the legislation on defence and mobilisation (Article 210-1 of the Code of Administrative Offences) in peacetime – a fine of UAH 5100 to 8500 for citizens, UAH 17-34 thousand for officials and legal entities;
  • during martial law, fines will amount to UAH 17-22.5 thousand for citizens and UAH 34-59.5 thousand for officials and legal entities.

It is worth noting that the government’s draft law No. 10379 “On Amendments to the Code of Ukraine on Administrative Offences and the Criminal Code of Ukraine on Toughening Liability for Military Offences” provided for criminal liability in the form of imprisonment for a term of 3 to 5 years for evading military service during mobilisation, including refusal to undergo a medical examination.

Fines for violations of the defence and mobilisation legislation were to reach more than UAH 200,000.
