Ukraine’s return to its 1991 borders remains a strategic goal, but achieving it exclusively by military means in the short and medium term seems unrealistic. This was stated in an interview with the YouTube channel "Komersant Ukrainian" .

“To be frank, and taking into account the real capabilities of the state, in particular its human potential, the restoration of the 1991 borders by military means currently seems unrealistic. This does not mean abandoning the goal, but it does require an honest conversation with society,” he said.

Razumkov stressed that political leaders must be careful in formulating their statements and avoid excessive promises that may not correspond to the real situation on the front lines and in the rear.

“I am convinced that society deserves a balanced and honest position. In wartime, it is important not only to inspire, but also to soberly assess the country’s capabilities, resources, and the price that has to be paid. Only such a position gives a chance for the right decisions in the interests of the state,” he concluded.

Recall that earlier [Komersant] wrote about Razumkov’s statement that sociological surveys conducted during a full-scale war may reflect the general mood of society, but require very careful analysis of the methodology and sample.
