Employment in Ukraine will be available through Diia: who will have this opportunity

The government has approved the proposal of the Ministry of Digital Transformation to use the tools of the Unified State Web Portal of Electronic Services for employment. This was announced by Taras Melnychuk, a representative of the Cabinet of Ministers in parliament, "Komersant Ukrainian" reports.
This is a pilot project that will last for two years.
Who will have the opportunity to experiment
It is envisaged that employment will include
– entering the civil service for civil service positions of categories B and C,
– appointment to the positions of employees of state bodies performing service functions in state bodies participating in the pilot project,
– employment at the state enterprise “Diia”.
The participants in the pilot project are the Ministry of Digital Transformation, the Ministry of Economy, the National Agency of State Services, the State Enterprise “Diia” and Ukrainian citizens who wish to find a job using the Diia Portal.
The number of civil servants in Ukraine
According to the results of the monitoring, in the first quarter of 2025, the actual number of employed civil servants amounted to 156,792 people. This figure increased by 516 people compared to the fourth quarter of 2024.

The number of civil service positions according to the staffing table amounted to 191,890. This is 282 positions less than in the previous period.
The number of vacant civil service positions amounted to 30,522, which is 665 less than in the previous period.
Public administration and defense are the only sectors with employment growth
The situation on the labor market is of considerable concern and requires a revision of approaches to post-war recovery. This is emphasized by the Kyiv School of Economics.
It is noted that 63% of enterprises in 2024 report difficulties in recruiting staff. Mostly skilled labor.
The only sector where employment is currently growing is public administration and defense. The number of employees in this sector has reached 2.6 million. This accounts for 23.8% of the employed population and is explained by large-scale mobilization to the Armed Forces.
In other sectors of the economy, employment is declining. The fastest decline is in the industrial sectors (mining and manufacturing) – by 37%, and the slowest – in the social sector (education, healthcare) – by 11%.
