The Winter Support 2025 program expands access to assistance: what is known

Ukrposhta will provide full logistics of payments under the Winter Support 2025 program, including delivery to the most remote and frontline areas of Ukraine.

This was reported by the Ministry of Communities and Territories Development, "Komersant Ukrainian" reports.

The program provides for a one-time assistance of UAH 1000 for all citizens, except for those living abroad or in the temporarily occupied territories.

Why it is important

Last year’s experience showed the critical role of Ukrposhta in providing access to social benefits in communities with weak banking infrastructure.

Communication problems, power outages, lack of ATMs and POS terminals make traditional financial instruments inaccessible to hundreds of thousands of people.

In 2024, about 2 million people received payments through Ukrposhta, including:

  • 1.2 million – in rural areas
  • over 500 thousand in urban areas,
  • 171 thousand in frontline communities.

How it will work in 2025

Automatically

Pensioners and recipients of all types of social benefits (approximately 2 million people) who use Ukrposhta services will automatically receive UAH 1,000 on the day of their usual payment.

The dates of pension accrual and support programs are synchronized.

By application

Alternative channels are available for all other citizens who cannot apply for assistance through the Diia app:

  • at any Ukrposhta branch,
  • through a postman,
  • for people with limited mobility – by application through the hotline.

You can apply from November 18 to December 24, 2025.

After receiving an SMS message about the accrual of funds, a citizen can come to the branch or receive the money at home from the postman.

According to Vice Prime Minister Oleksiy Kuleba, Ukrposhta operates the largest logistics network in the country:

  • 4400 stationary offices,
  • 1900 mobile offices,
  • more than 26,000 points of presence.

This makes it possible to provide access even in communities without banks and stable mobile communications.

Expanding social infrastructure

Last year, Ukrposhta became a key partner of the state in programs to deliver goods and services to hard-to-reach areas.

The company

  • expanded the geography of delivery of products from ATB,
  • reduced prices for international shipments,
  • launched additional countries for the PRIME service,
  • took over the delivery of the belongings of fallen soldiers to their families (free of charge).

The Winter Support program is one of the Government’s largest social initiatives designed to reduce the burden on households during the period of rising costs and risks of winter shelling.
