Winter support program: applications from Ukrainians will be accepted from November 15

The state budget for 2026 provides UAH 14.4 billion for the implementation of winter support programs that will benefit more than 15 million Ukrainians.

This was announced by the Minister of Social Policy, Family and Unity Denys Uliutin, "Komersant Ukrainian" reports citing Ukrinform.

According to him, this season, the initiative will launch the Warm Winter program, a one-time allowance of 6,500 hryvnias for the most vulnerable citizens.

It also provides for a payment of UAH 1,000 to all Ukrainians, both adults and children, and the Ukrzaliznytsia 3000 project, which will provide free rail travel within 3,000 km during the low season.

The Ministry of Social Policy estimates that about 660,000 people will benefit from the Warm Winter program, for which UAH 4.4 billion has been budgeted. The payments will be made by the Pension Fund of Ukraine, and the funds can be used for clothing, footwear and medicines.

At the same time, the program with a one-time payment of UAH 1,000 is expected to cover at least 10 million people. Applications for the aid will be open from November 15 to December 15.

Ulyutin emphasized that the government’s initiative is aimed not only at supporting the population in the winter but also at stimulating the domestic market, as Ukrainians will spend most of the money on domestically produced goods and utility bills.

Winter support program for Ukrainians

President Volodymyr Zelenskyy has instructed the government to prepare a comprehensive winter support program that will be launched in December.

“I have tasked the Cabinet of Ministers to complete the development of the program in the coming weeks and present its details by November 15, so that people can take advantage of the assistance this year,” Zelensky said in his video address.

At the time, Prime Minister Yulia Svyrydenko noted that the government had already identified the main directions and components of the program.
