Suspended but not canceled: how the state resumes pension payments after identification

The government has announced that it will provide full financial support to resume pension payments to citizens who have had their payments temporarily suspended due to failure to complete mandatory identification procedures. The Ministry of Social Policy emphasizes that this is not a cancellation of pensions, but a temporary precautionary measure designed to confirm the identity of the recipient and avoid double payments.
This was announced during a briefing by the Minister of Social Policy, Family, and Unity, Denis Ulyutin, according to "Komersant Ukrainian".
Why payments were suspended
Pensions for some citizens were temporarily suspended due to two mandatory requirements: undergoing physical identification and submitting a declaration of not receiving pension payments from the aggressor state.
These procedures apply, in particular, to people who lived in temporarily occupied territories or left the country. In total, about one million people had to submit the declaration.
The Ministry of Social Policy emphasizes that physical identification is not a new practice — it has been in place since 2016, although it was temporarily suspended during the COVID-19 pandemic. In 2024, the relevant regulations were updated by law.
How many payments have already been resumed
As of January 1, pension payments have been resumed for 68,000 citizens who have completed all the necessary procedures. According to the minister, the budget provides for full financial coverage for the resumption of payments to all those who confirm their right to a pension.
Payments are resumed automatically after identification and submission of the declaration, without additional appeals to the Pension Fund authorities.
Why the deadline was extended
The government acknowledged that at the beginning of the year, many citizens faced power and internet outages. Because of this, the deadline for submitting declarations of non-receipt of payments from the Russian Federation was extended to April 1.
For those who were unable to submit documents for objective reasons, pension payments were resumed automatically. At the same time, the Ministry of Social Policy emphasizes that the procedure must be completed by April 1, otherwise payments may be suspended again.

How to get identified
Identification and declaration can be completed in several ways: through the Pension Fund portal or the “Dія” app, online interview, personal visit to a bank, service center, or diplomatic institution abroad. For citizens with limited mobility, there is the option of completing the procedures at home.
The issue of identification and renewal of payments is taking place against the backdrop of a stricter budget policy on pensions. In 2025, the government introduced restrictive coefficients for pensions exceeding 10 subsistence minimums for persons who have lost their ability to work. A similar mechanism is included in the 2026 budget.
At the same time, parliament is discussing the possibility of automatically renewing payments from January 1, 2026, to all persons whose pensions were suspended due to failure to undergo identification by the end of 2025.
