“Pulse” of business and government: an online platform for evaluating public services was presented

The Ministry of Economy has introduced the Pulse platform for entrepreneurs to evaluate online services provided by the state. This was reported by the Ministry of Economy, "Komersant Ukrainian" reports.
It is planned that thanks to Pulse, the state will be able to get an objective picture of the level of service and respond quickly to business needs.
The Ministry of Economy, together with the State Tax Service, has already integrated the Pulse online platform into the Taxpayer’s Electronic Office.
In order to leave feedback through the platform, you need to:
– Log in to the Taxpayer’s Account.
– Assess the quality of interaction with government agencies.
– In case of problems, leave a request on pulse.gov.ua.
If the assessment is not provided immediately, the system will remind you about it in a week and then monthly.
According to Oleksandr Tsybort, Deputy Minister of Economy for Digital Transformation, feedback from entrepreneurs will be digitized and will form the basis of the new Entrepreneur Satisfaction Score, a tool to improve public services.
Fewer and fewer entrepreneurs negatively assess the actions of the government
The Institute for Economic Research and Policy Consulting, based on the results of a monthly survey of Ukrainian enterprises, found that the biggest problem for companies today is the lack of labor due to mobilization and migration of workers. In January, this figure was 65%, in February – 64%.
Other challenges include:
Rising prices for raw materials and supplies – 56% (the highest since August 2023);
Unsafe working conditions – 52% (the lowest level in the last six months);
Decreased demand – decreased to 29% from 39%;
Interruptions in electricity, water and heat supply – 18%.
Corruption and pressure from law enforcement agencies are not key problems for business.
It is noted that the share of negative assessments of government actions has been decreasing for the fourth month in a row – in February it amounted to 21%. At the same time, the share of neutral assessments increased to 66%.
The monthly survey of entrepreneurs also recorded that the Business Activity Recovery Index in Ukraine dropped to zero in February, the lowest level in the last two months. At the same time, companies’ production plans for the next three months continued to grow for the second month in a row.
What else changed in February:
– Significantly fewer companies report an improvement in the state of affairs: 21.2% compared to 27.8% in January;
– The share of those reporting deterioration has increased: 20.7% (18.5% in January);
– The majority of businesses (58.1%) do not feel any changes compared to last year.
