Rada liquidated the MSEC: what will change in 2025

The Verkhovna Rada adopted a draft law on the liquidation of the MSEC in 2025. This is document No. 12178. This was reported by MP from the Voice party Yaroslav Zheleznyak, "Komersant Ukrainian" reports.

“Instead, from January 1, 2025, the creation of expert commissions in cluster and supercluster hospitals (a modern system for assessing the functioning of a person) is introduced,” Zheleznyak wrote.

Health Minister Viktor Liashko noted on Facebook that from January 1, 2025, a new system of assessing daily functioning will be launched, which will be conducted by expert teams of practitioners, and the outdated system of medical and social expertise will be eliminated.

The Minister added that 1348 expert teams have already been formed, which include more than 4300 doctors. This is more than three times more than the number of doctors in the MSEC. They will work in 286 hospitals across Ukraine.

“This is the first step towards a system that is focused on the needs of each person. A system that not only determines the status of disability, but is primarily focused on returning a person to active social life,” he said.

In general, the Law amends 32 codes and laws of Ukraine, which allows for the introduction of a system that not only determines the status of disability, but is primarily focused on rehabilitation and returning a person to active social life.

Key innovations:

  • A new approach to assessment: expert teams will conduct assessments in an electronic system that takes into account the real needs of the person.
  • Transparency and depersonalization of processes: teams will be formed automatically on a random basis, and the data of doctors and patients will remain hidden until the assessment.
  • Possibility of appeal: decisions of expert teams can be appealed to the Center for Functional Status Assessment, which will include doctors from public healthcare institutions from all over the country.
  • Implementation of international standards: the law lays the foundation for the use of the International Classification of Functioning (ICF) in educational, social and other areas.
  • Preserving the validity of old documents: all certificates and documents issued by the MSEC before January 1, 2025, remain valid. They will continue to be the basis for obtaining social guarantees, rights, benefits, pensions, compensation and other payments during the validity period of the documents.
  • Transfer of cases from the MSEC: The law requires the MSEC to ensure the transfer of all medical expert files and archival documents to designated healthcare institutions.
  • Data transparency: statistical data on the assessment of daily functioning will be made public for public monitoring and corruption prevention.

Earlier it was reported that all medical and social commissions in Ukraine would cease to function by December 31, 2024. This became possible because the President of Ukraine Volodymyr Zelenskyy enacted the relevant decision of the National Security and Defense Council.

As a reminder, on October 5, employees of the State Bureau of Investigation detained and notified the head of the Khmelnytsky Regional Center for Medical and Social Expertise of suspicion of illicit enrichment.

Prior to that, on October 3 and 4, law enforcement officers conducted a series of searches in the official’s offices and at the place of residence of the official and her close relatives.

In the office of the head of the MSEC, law enforcement officers found $100,000, as well as a number of forged medical documents, lists of “evaders” with fake names and fake diagnoses.

At the home of the official and her relatives, SBI officers found almost $5 million 244 thousand, 300 thousand euros, more than UAH 5 million, branded jewelry and jewelry.
