Rada to begin consideration of mobilisation law today: 11 April will be the deadline

Today, on 10 April, the Verkhovna Rada will begin consideration of the law on mobilisation adopted the day before by the Committee on National Security, Defence and Intelligence. This was announced by MP from the Voice party Yaroslav Zheleznyak, Komersant ukrainskyi https://www.komersant.info/ reports.

The MP said that a table for the second reading, which will contain 4,300 amendments, should appear.

“What will happen next with the law on mobilisation? It is an important disclaimer: The Committee recommends – but whether or not to adopt the whole law or a separate amendment is decided solely and only by the Parliament. And yes, there should be a table for the second reading, which will contain 4,300 amendments,”

– said the MP.

These amendments are divided into two groups:

  • those taken intoaccount by the Committee (those included in the recommendations for the second reading). There are relatively few of them
  • rejected. There are a lot of them.

According to him, the Rada will start considering the draft law with the rejected amendments. Each author of such an amendment will be able to offer the hall to vote, and if it receives 226 votes, it will be taken into account.

“I have little faith that there will be a positive outcome here, but such amendments will be put forward. And given the number of colleagues who are already publicly dissatisfied with the Committee’s decision, they will be put forward a lot. Therefore, I think tomorrow the day will begin and end only with the consideration of the rejected amendments… it will end late in the evening or even at night. And then the Chairman will announce a pause in the meeting until Thursday morning,”

– zheleznyak believes.

According to the MP, on Thursday morning (if all the rejected amendments are passed), the most important thing will begin: consideration of the taken into account amendments by the Committee.

“There is more intrigue here. Every MP can put each such amendment “for confirmation”. That is, in order to keep it, it is necessary to get 226 votes for each amendment in the hall. Otherwise, it becomes rejected and the text returns to the first reading version. Therefore…. everything will be decided on 11 April. For each change that is taken into account. And then the final vote for the law as a whole,”

– zheleznyak summed up.

It should be noted that the Verkhovna Rada Committee on National Security approved the text of the draft law on mobilisation for the second reading. The head of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, Danylo Hetmantsev, published the text of the proposed draft law with amendments.

Today, 10 April, the document will be submitted to parliament.

The law will enter into force one month after the day following its publication, except for those paragraphs that relate to amendments to parts four and five of Article 6 of the Law of Ukraine “On Mobilisation Preparation and Mobilisation” – they will enter into force eight months after the day following the publication of this Law.

Draft law on mobilisation

on 7 February, the Verkhovna Rada of Ukraine adopted a new draft law on mobilisation without proposals from the relevant committee. It is expected to be voted on as a whole at the end of February, and the draft law may enter into force in April.

The draft law proposes, among other things, to introduce summonses through the conscript’s electronic cabinet. Other innovations include lowering the conscription age to 25 years, setting the demobilisation period at 36 months, introducing voluntary mobilisation for convicts, restrictions on evaders, banning civil service without military training, etc.
