The Rada has passed a law on “industrial visa-free travel” with the EU: what this means for Ukrainian manufacturers

The Verkhovna Rada of Ukraine has adopted a European integration law that harmonizes Ukrainian regulations in the field of technical regulation and accreditation with European Union standards.

This was reported by the parliament’s press service, according to "Komersant Ukrainian".

Parliament emphasizes that this document is an important step toward the so-called “industrial visa-free regime” between Ukraine and the EU.

What is “industrial visa-free travel”?

This refers to the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA).

Its essence is the mutual recognition of product conformity certificates.

This means that after the agreement is concluded:

  • Ukrainian certificates will be recognized in EU countries;
  • manufacturers will not have to undergo recertification in Europe;
  • the costs and time required to bring goods to the EU market will be reduced.

What the new law changes

The new regulations aim to harmonize Ukrainian legislation with European standards in two key areas:

  • technical regulation
  • accreditation of conformity assessment bodies

It is expected that the implementation of the law will:

  • improve the safety of industrial products;
  • strengthen confidence in Ukrainian certification bodies;
  • create conditions for expanding exports to the EU.

What economic consequences are expected

Parliament believes that the new rules could have a broader economic impact.

Specifically, these include:

  • improved product quality in the domestic market;
  • expanded access for Ukrainian goods to the European market;
  • the creation of new jobs.

According to the bill’s authors, this could help increase citizens’ incomes through increased exports.
