The Rada postponed the launch of eAcces: what is the reason?

The Verkhovna Rada has decided to extend the testing period of the eAcces digital system until October 2026 and postpone its full launch to November 1, 2026. This was announced by Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, "Komersant Ukrainian" reports.
Fedorov emphasized that the parliament supported the common position of the government and business.
What does the decision provide for?
The postponement gives businesses 10 months to fully test the system. Companies will be able to:
- set up cash and warehouse software;
- train staff to work with electronic stamps;
- test the system in operational conditions.
The government expects that once launched, eAccise will become a key tool in the fight against shadow schemes in the alcohol and tobacco sector and will increase tax revenues.
Why the launch was postponed
The introduction of the system was demanded by business back in the fall – companies that are members of the European Business Association asked for at least a 10-month delay. The argument: insufficient infrastructure readiness and high risks of failures in case of a quick launch.
In response, the government agreed to continue testing and finalize the system. Fedorov cited the example of the EU: the Tobacco Track & Trace system has reduced the illegal tobacco market by 20%. The Ukrainian development should be broader, covering two markets simultaneously: alcohol and tobacco.
