Accounting Chamber launches audit of state support for cinema: what millions from the budget are spent on

An audit of state support for cinematography has been launched in Ukraine to determine the effectiveness of the use of budget funds in this area. The Accounting Chamber has launched a large-scale audit of film industry financing to assess how rationally and transparently the State Film Agency of Ukraine managed public funds in 2022-2024, "Komersant Ukrainian" reports

Audit objective and key aspects of the audit

The purpose of the audit is to assess whether the State Film Agency of Ukraine in 2022-2024 complied with the rules and regulations for managing the funds allocated by the state to support cinematography.

The main objective of the audit is to assess whether the financial management of the State Film Agency complies with the rules and regulations governing the use of budget funds in the field of cinematography. The auditors will analyze

  • implementation of measures aimed at developing national production of films, TV series and TV movies,
  • ensuring their presence in the Ukrainian and international box office,
  • measures to distribute and popularize national cinema products.

Who is responsible for the audit?

The audit is carried out by the Accounting Chamber of Ukraine, and its member Yelyzaveta Pushko-Tsybulyak is directly responsible for the audit.

Experts from the Department of Control in the Field of Culture, Scientific Activity, Spiritual and Physical Development are involved in the control measure.

What will be the consequences?

Based on the results of the audit, the Accounting Chamber will formulate conclusions and recommendations for improving the mechanisms of financing the film industry. The final report is expected to be presented this summer.

It should be noted that the draft state budget of Ukraine for 2025 envisages a significant reduction in funding for the State Film Agency, reducing it by 69.2% compared to the previous year.

It was proposed to allocate UAH 204.1 million for the State Film Agency in 2025. Of this amount, UAH 30.4 million is intended to finance activities related to the management and administration of the film industry. The remaining 173.7 million hryvnias will be used for state support for cinematography, including important projects to document war crimes.

For comparison, in 2024, the Ukrainian State Film Agency received three times the amount – UAH 663.4 million. Of this amount, 28.7 million was spent on management and governance in the cinematographic field, and the bulk of the budget – 634.7 million hryvnias – was allocated to support cinematography, including the documentation of war crimes.
