Utility bills will be recalculated starting January 1: what will change

On January 1, Ukraine introduced automatic recalculation of payments for certain utility services. This applies to situations where, due to Russian attacks, consumers did not actually receive heat, water, or other services, but continued to be charged the full amount. This was announced by Ukrainian Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".
Recalculation — no applications or appeals
According to the head of government, the recalculation will be carried out automatically, without any applications from citizens. Responsibility for this lies with service providers and utility companies.
“I met with the head of the State Food and Consumer Service, Serhiy Tkachuk, and instructed him to monitor the recalculation of utility payments and respond to every violation. The recalculation must be carried out by service providers. This should happen automatically for the period from January 1 and be reflected in the bills already in February,” Svyrydenko emphasized.
The State Food and Consumer Service will monitor compliance with this decision.
Which services are affected by the recalculation
The automatic recalculation covers the following types of utility services:
- heat supply;
- water supply;
- household waste collection.
The Prime Minister emphasized that the principle remains unchanged: people should only pay for services they have actually received.
“If there was no heat or water due to enemy shelling, consumers should not have to overpay for it,” she stressed.
When will the recalculation appear in the bills?
According to the government’s decision, the recalculated amounts should already be reflected in February bills. This means that Ukrainians will be able to see the reduced charges without having to contact housing and communal services or suppliers.
If the recalculation is not carried out or the amounts remain unchanged, citizens are advised to contact the State Consumer Service to report the violation.
Why this decision was made
Russian troops continue to deliberately attack Ukraine’s energy infrastructure, leaving residents of many cities periodically without electricity, heat, and water. The situation remains particularly difficult in the capital.
On January 30, Ukrainian President Volodymyr Zelensky instructed the government to prepare a decision that would allow people who were left without heating during energy emergencies not to be charged for heat supply.
The current automatic recalculation mechanism is the implementation of this instruction.
