Early detection of diseases: how to use the Health Screening 40+ program

On January 1, Ukraine will launch a national program for the early detection of cardiovascular diseases, diabetes mellitus, and mental health problems called Health Screening 40+.
This was announced by Prime Minister Yulia Svyrydenko, reports "Komersant Ukrainian".
According to her, the program will allow Ukrainians aged 40 and older to be screened and identify the risks of chronic diseases in time. The cost of screening is covered by the state.
Under the terms of the program, every Ukrainian man and woman over the age of 40 will receive a personal invitation to a health screening on the 30th day after their birthday via the Diia app.
Once the invitation is accepted, the Diia.Card will be credited with UAH 2000, which can only be used for health screening.
Those who do not use Diia will have an alternative way to receive this money through banks and ASCs.
The program is expected to help detect diseases at early stages or prevent them altogether.
The Ministry of Health reports that health screening includes:
- a questionnaire for health screening participants and a standardized risk assessment (including cardiovascular risk, type 2 diabetes risk, tobacco and alcohol use, anxiety and depression)
- physical examination, including measurement of blood pressure (including home or daily blood pressure monitoring, if necessary), heart rate with pulse rate assessment, anthropometry (body weight, height, body mass index, waist circumference), collection of complaints and clinical symptoms
- laboratory tests, in particular lipidogram, glycated hemoglobin (HbA1c), and, if indicated, measurement of renal function (creatinine with calculation of glomerular filtration rate, urine albumin/creatinine) and electrolytes (sodium, potassium);
- instrumental examinations as indicated, including electrocardiography and daily/home blood pressure monitoring;
- individual preventive counseling with recommendations on lifestyle changes (nutrition, physical activity, weight control, tobacco cessation and reduction of alcohol consumption);
- issuing, if necessary, electronic referrals to specialist doctors for further diagnosis and treatment under the program of state guarantees of medical care for the population;
- support after the health screening of the participant of health screenings, including remote communication, use of telemedicine tools and methods to clarify the action plan for high-risk groups, monitoring the implementation of referrals and entering all results into the electronic healthcare system.
The screening will be available in state, municipal and private medical institutions, regardless of the place of registration.
In total, UAH 10 billion is provided for the national screening program 40+ in the state budget for 2026.
