Record budget 2026: who submitted the most amendments and how long will it take to consider them

A total of 3339 amendments have been submitted to the draft state budget for 2026. This is more than 59% more than last year. This was announced by the chairman of the parliamentary committee on budget Roksolana Pidlasa, "Komersant Ukrainian" reports

For comparison:

  • Budget-2025 – 2098 amendments
  • Budget-2024 – 1620 amendments
  • Budget-2023 – 1270 amendments
  • Budget-2022 (submitted before the full-scale invasion, in the fall of 2021) – 3284 amendments
  • Budget-2021 – 2451 edits
  • Budget-2020 (the first budget of this convocation) – 2176 amendments

This figure is the highest in the last 19 years, surpassing even the record of 2022.

“This is what it looks like on paper. These are four books of proposals – and this is a record for 19 years. The last time more amendments than this year were submitted was during the preparation of the budget for 2007,” said the MP.

Who submitted the most amendments?

The leaders in terms of activity were parliamentary factions and individual MPs:

  • European Solidarity – 910 amendments
  • Servant ofthe People – 652 amendments
  • IFO “Smart Policy” – 470 amendments
  • Voice – 437 amendments

Among the MPs-authors, the largest number of amendments were submitted by:

  • Andriy Herasymov (EU) – 662 amendments
  • Yaroslav Zhelezniak (Voice) – 254 amendments
  • Dmytro Razumkov – 254 amendments

How much time will it take to consider?

If we spend at least 90 seconds discussing each amendment, it will take more than 10 full working days to hear them.

This emphasizes the scale of the work that the Parliament will have to do to approve the final version of the budget for 2026.
