Repair of shelters in dormitories: university official suspected of embezzling over UAH 1.2 million in Kyiv

The Kyiv City Prosecutor’s Office has served a notice of suspicion to the deputy chief engineer of one of the capital’s universities, "Komersant Ukrainian" reports.

The investigation believes that he helped to seize funds allocated for the repair of shelters in student dormitories during martial law.

What is the case about?

According to the prosecutor’s office, in May 2023, the university entered into two contracts with a contractor for the repair of shelters in dormitories. Upon completion of the work, acceptance certificates were signed, on the basis of which the contractor was transferred funds.

The investigation claims that the deputy chief engineer knew that the cost and scope of the work was overstated, and that some of the work had not actually been completed. Nevertheless, he signed the documents.

What violations were found

Law enforcement officers note that a number of basic works were not carried out in one of the shelters:

  • they failed to putty and paint the walls;
  • did not install a toilet and plumbing;
  • other works stipulated by the contract.

Despite this, the funds for these works were transferred to the contractor. According to the investigation, the university’s losses exceed UAH 1.2 million.

Qualification of suspicion

The official’s actions were classified as aiding and abetting in the seizure of another’s property by abuse of office, committed repeatedly, by prior conspiracy by a group of persons, under martial law and in large amounts.

The prosecutor’s office reports that the actions of other university officials and the heads of the contractor company may also be subject to legal assessment. The pre-trial investigation is being conducted by investigators of the National Police of Kyiv with the operational support of the SBU.
