Rescuers are paid up to UAH 100,000 for clearing up the aftermath of shelling: how additional remuneration is calculated

Rescue workers from the State Emergency Service who respond to fires after rocket strikes, drone attacks, or clear debris are entitled not only to basic financial support but also to substantial additional compensation. Depending on the conditions of service and the region, the amount of additional payments can reach up to UAH 30,000 or even UAH 100,000 per month. This is stated in the State Emergency Service’s response to a request from the editorial office
What is the basic salary of a rescuer
Financial support is regulated by Cabinet of Ministers Resolution No. 704 and the relevant instructions of the Ministry of Internal Affairs.
As stated in the document:
“The minimum monetary allowance for rank-and-file and senior personnel in 2026 is 17,000 hryvnia for a full month of performing their duties.”
Salaries are determined individually and depend on: position, special rank, length of service, working conditions, and qualifications. They consist of a base salary, rank-based salary, allowances, bonuses, and one-time payments.
What additional remuneration is provided
A special system of additional payments is in effect during martial law. The document emphasizes:
“The amount of additional remuneration depends on the performance of tasks specified in Order No. 35 to eliminate the consequences of acts of armed aggression… taking into account the location of settlements and the time spent participating in such tasks or activities.”
How much can be paid
The amounts vary depending on the risk and territory of service:
- Up to UAH 10,000/month – standard additional remuneration during martial law.
- Up to UAH 30,000/month – for those serving in frontline regions:
Kharkiv, Donetsk, Luhansk, Zaporizhzhia, Kherson regions and selected communities in Dnipropetrovsk, Mykolaiv, Chernihiv and Sumy regions. - Up to 30,000 UAH/month – for rescuers who eliminate the consequences of missile strikes, UAV attacks, shelling, or mining outside combat zones:
“Additional remuneration of up to 30,000 hryvnia per month shall be paid in proportion to the time spent performing such tasks,” the document states.
- Up to 100,000 UAH/month — if the work is performed directly in combat zones:
“Persons who ensure the implementation of national security and defense measures… while being directly in the areas where they are carried out… shall be paid additional remuneration of up to 100,000 hryvnia per month in proportion to the time spent participating,” the State Emergency Service noted.
It is specified that payments are calculated in proportion to the actual time spent participating in hazardous work, and not automatically for the entire month.
