A gap of more than 26,000: where in Ukraine do they pay the most and the least?

In December 2025, the average salary of full-time employees in Ukraine was UAH 30,926, which is 13.8% more than in November. These figures were published by the State Statistics Service, according to "Komersant Ukrainian".
In November, the average salary was UAH 27,167, with growth significantly slower at only 0.9% compared to October.
Regional gap
The highest average salaries are traditionally recorded in the capital.
- Kyiv — 48,449 UAH
- Luhansk region — UAH 45,160
- Kyiv region — UAH 31,200
The high figure for Luhansk region is probably due to payments in relocated state institutions that continue to operate in territory controlled by Ukraine.
The lowest figures are in the central and northern regions:
- Kirovohrad region — 22,110 UAH
- Chernivtsi region — 22,450 UAH
- Chernihiv region — 22,752 UAH
The difference between the highest and lowest average salaries exceeds 26,000 hryvnia.
Industry contrasts
The highest incomes are in the information and telecommunications sector, with an average of 74,981 UAH.
The lowest level of pay is recorded in the creative, arts, and entertainment sector — 17,766 UAH.
Thus, the difference between the highest and lowest paid sectors exceeds four times.
Possible reasons for growth
December salary growth is traditionally associated with seasonal payments, year-end bonuses, and the closing of financial periods in companies and the public sector.
At the same time, economists caution that nominal growth does not always mean a real increase in purchasing power, given inflationary processes.
