Chesno Movement publishes names of MPs who voted for the draft law restricting the independence of NABU and SAPO

The Chesno anti-corruption movement has named the MPs who supported draft law No. 12414 on July 22, a document that, according to experts, undermines the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP), "Komersant Ukrainian" reports.
According to Chesno, representatives of the following factions voted in favor:
- “Servant of the People” – 185 deputies;
- “Platform for Life and Peace” – 18;
- “Dovira” – 17;
- “Batkivshchyna” – 15;
- “For the Future” – 10;
- “Restoration of Ukraine” – 9;
- “European Solidarity – 3;
- “Voice” – 1.
In addition, five non-factional parties supported the bill, including Parliament Speaker Ruslan Stefanchuk and Maryana Bezuhla.


What does draft law No. 12414 provide for?
Officially, the document concerns changes to the CPC regarding the investigation of disappearances under special circumstances during martial law. But, according to MP Anastasia Radina, it has been amended to actually subordinate the NABU and the SAPO to the Prosecutor General.
In particular, the law gives the Prosecutor General the following powers
- access to all NABU cases and delegate this access to other prosecutors;
- provide written instructions to NABU detectives and change the jurisdiction of cases;
- to independently resolve disputes over jurisdiction and sign suspicions to top officials;
- exclusively decide who is part of the group of prosecutors, depriving the head of the SAPO of this right;
- close investigations at the request of the defense.
Context: pressure on the NABU and the SAPO
On the eve of the adoption of the draft law, the SBU and the Prosecutor General’s Office announced that they had exposed Russian influence on the NABU. According to law enforcement officials, some of the Bureau’s employees are accused of high treason, illegal trade with Russia, and working in the interests of oligarchs. In total, at least 70 searches were conducted.
Draft law No. 12414 was supported by 263 MPs.
