Romania joins PURL: €50 million allocated for purchase of American weapons for the Armed Forces

The Romanian government has decided to join the PURL (Prioritized Ukraine Requirements List) initiative, under which NATO allies purchase American weapons for the needs of the Armed Forces, and allocates 50 million euros under this mechanism.

The statement was published on the website of the Romanian Ministry of Foreign Affairs, "Komersant Ukrainian" reports.

It is noted that the funds will be allocated within the approved budget ceiling for 2025.

The ministry emphasized that the contribution to the PURL is aimed at strengthening Ukraine’s defense capabilities, as well as creating conditions for achieving sustainable peace. According to the Foreign Ministry, Romania’s participation in the US mechanism directly contributes to strengthening regional security.

“Participation in this mechanism creates preconditions for national security benefits, in particular by increasing institutional compatibility, deepening military and civilian cooperation with the United States and allies, and strengthening the ability to respond to hybrid and conventional threats,” the statement said.

The ministry emphasized that supporting Ukraine in the face of ongoing Russian aggression “is in itself a security measure” for Romania.

“Romania stands by its commitments: NATO membership means investment, concrete action and confidence in a secure future for Romanians. Thanks to the efforts of President Trump, European leaders, and President Zelenskyy, a new dynamic has emerged in recent discussions in the United States to achieve a just and lasting peace. Romania contributes to the European and allied diplomatic dialogue and joint efforts to create important security guarantees for Ukraine and the region,” the ministry added.

In addition, the Ministry of Foreign Affairs noted that thanks to the SAFE mechanism, Romania will have access to 16.6 billion euros provided for strengthening defense capabilities, in particular, the purchase of modern military equipment, development of technological capabilities and modernization of military infrastructure.

What is known about the PURL program

on July 14, 2025, the United States and NATO signed the Prioritized Ukraine Requirements List agreement, which provides for the purchase of American weapons to Ukraine at the expense of European countries. According to the military-political bloc’s Secretary General Mark Rutte, under the agreement, Kyiv can receive a large number of air defense systems, missiles, and ammunition.

It is known that Denmark has allocated approximately 580 million Danish kroner for this program through the Prioritized Ukraine Requirements List (PURL) initiative, Sweden – $275 million, and Norway – approximately $135 million.

Earlier, the Netherlands funded the first PURL assistance package for €500 million. Germany has also joined the program.

on November 25, Prime Minister Yulia Svyrydenko said that the amount of financial support for Kyiv since the launch of the PURL has amounted to more than $3 billion, and almost 20 countries have provided funds under this program.
