Biofuel market: who won and who lost on bioethanol exports

In 2025, Ukraine exported 111,200 tons of bioethanol, which is 11.9% more than a year earlier. This was reported by the industry publication Neftorink, according to "Komersant Ukrainian".
The growth in exports occurred against the backdrop of the preservation of key markets and the activation of some new players, although the overall dynamics throughout the year were uneven.
How export activity changed during the year
The largest volumes of supplies were in February, March, and April. In contrast, exports were lowest in September, October, and November.
On a quarterly basis:
- Q1 — 39.0 thousand tons (peak);
- Q2–Q3 — gradual decline in activity;
- Q4 — moderate recovery in exports.
Analysts attribute this trend to seasonal production and fluctuations in demand on the European biofuel market.
Where Ukrainian bioethanol was exported
The geography of supplies in 2025 remained stable and narrowly focused:
- 96.2% of exports went to European Union countries;
- the rest went to Switzerland.
Lithuania was again the key market, accounting for 57.9% of total exports.
Who exports: leaders and outsiders
Nine companies exported bioethanol during the year.
The largest exporter remained
First Podolsk Energy Company — 32.7% of the market,
although its shipments decreased by 5.8% compared to 2024.
The most dynamic growth was shown by:
- Vestnol — 682.2%;
- Vitagro Bio Trade — 70.3%.
In the case of Vestnol, the sharp jump is explained by the fact that the company only began exporting in November 2024.
The largest decline was recorded by
ETNL — –44.6% year-on-year.
Expansion of production
The growth in exports is taking place against the backdrop of investments in biofuel infrastructure. In particular, construction of the BIO-LAN industrial park is underway in the Lanivtsi community in the Ternopil region.
