The fuel market is changing: UPG has received a new license

The Antimonopoly Committee of Ukraine (AMCU) has granted Ukrpaletsystem (UPG gas station chain) permission to lease another 65 gas stations affiliated with the Privat Group. The decision was made on February 26 and published on the regulator’s website, according to "Komersant Ukrainian".

These are gas stations registered to 16 limited liability companies. Yuriy Kipperman is listed as the ultimate beneficiary of these companies.

Which companies are transferring gas stations for lease

The list of companies whose assets are being transferred to UPG includes:

  • Aylong Evolution
  • Albiland
  • Vertix Mall
  • Ecotrade Company
  • Angel Capital
  • Jasmi Trade
  • Corso Town
  • Like Invest
  • Leader Finance
  • Naftaprim
  • Newport Holding
  • Perspectiva Pro
  • Sirius Gold
  • Sky Project
  • Sorella Oil
  • Tequila Gold.

In total, there are 65 gas stations in different regions of Ukraine.

Previous decisions of the AMCU

On February 19, the regulator already granted Ukrpaletsystem permission to lease eight gas stations that belonged to some of the companies listed above.

During 2025, the company received approval to lease hundreds of Privat-owned gas stations. Last year’s latest decision concerned 23 gas stations.

In addition, in November 2025, another company in the group, Yupiji, received permission to purchase 26 gas stations (10 and 16 by separate decisions).

UPG (Ukrainian Petrol Group) is a Ukrainian network of gas stations and rest areas operating in 20 regions of the country. The company was founded by Volodymyr Petrenko.

At the end of September 2025, UPG relaunched the first batch of leased gas stations — 34 complexes in Kyiv and the Kyiv region.

What this means for the fuel market

The transfer of a significant number of gas stations to UPG’s control may:

  • change the balance of power in the fuel market;
  • increase competition in the regions;
  • affect prices and service at gas stations;
  • complete the restructuring of part of Privat Group’s assets.

The consolidation of networks may contribute to the optimization of logistics and the stabilization of fuel supplies.

The AMCU continues to approve the concentration of assets in the gas station market. UPG is gradually expanding its presence, having received permission to lease another 65 gas stations associated with the Privat Group.
