Market Under Pressure: Ukraine Restricts Arms Exports to the Middle East

Exports of Ukrainian weapons to Middle Eastern countries are restricted for a number of reasons, including national interests and diplomatic implications.

“Every decision hinges on national interests, the end user, diplomatic consequences, and the question of whether it weakens our own capabilities,” noted Ihor Fedirko, executive director of the Ukrainian Arms Manufacturers Council.
According to him, this is precisely why the state is very cautious regarding sensitive markets, particularly in the Middle East.
“In the context of war and active hostilities, we understand the state’s position and prerogative to determine export policy and to define, for example, by signing security agreements with allies, the countries with which the Ukrainian defense industry can build partnerships at various levels,” emphasized Anastasia Mishkina, Executive Director of the “Technological Forces of Ukraine” association.
At the same time, she noted, it is important to respond promptly and provide the industry with opportunities to quickly enter the markets of allied countries.
Export of Ukrainian weapons
As a reminder, in early October of last year, it became known that Ukraine would resume large-scale arms exports in the near future.
Subsequently, in November, National Security and Defense Council Secretary Rustem Umerov announced the date when the first actual contracts for arms exports from Ukraine would be signed.
As early as February 2026, Ukrainian President Volodymyr Zelenskyy visited the first German-Ukrainian drone manufacturing facility in Munich. He unveiled the first jointly produced strike drone.
