NSDC Sanctions List: Who Is Subject to Restrictions and for How Long

As of March 2026, 12,474 individuals from 77 countries are subject to sanctions imposed by the National Security and Defense Council of Ukraine.
The largest group consists of Russian citizens—more than 9,000. The list also includes over 1,000 Ukrainian citizens.
These figures were released by the YouControl analytical center, reports "Komersant Ukrainian".
How many people are under sanctions
According to YouControl, 12,474 individuals are subject to restrictions imposed by the National Security and Defense Council of Ukraine.
Among them:
- 9,242 Russian citizens;
- 1,191 Ukrainian citizens;
- hundreds of representatives from other countries, including Georgia, Iran, and Belarus.
In total, the sanctions list includes citizens of 77 countries.
What are the terms of the sanctions?
The duration of restrictions for individuals varies.
The most common durations are:

Also:
- 7 people received 30-year sentences;
- 8 individuals—until May 31, 2026;

Dual citizenship of sanctioned individuals
The sanctions registry lists 576 individuals with dual citizenship.
The most common combination is:
- Russia
- Ukraine.
Such cases are predominantly linked to residents of temporarily occupied territories.
Another 9 individuals hold triple citizenship, including Lada Firtash—the wife of businessman Dmytro Firtash, who is also subject to sanctions.
At the same time, the registry does not specify the citizenship of 179 people. Among them are former members of parliament
Viktor Medvedchuk and Taras Kozak.
Sanctioned entrepreneurs
Of all the individuals under sanctions, 217 are registered in Ukraine as sole proprietors.
The largest number of them are registered:
- in Crimea — 94;
- in Donetsk Oblast — 54;
- in Luhansk Oblast — 21;
- in Kyiv — 20.
The most common areas of activity:
- retail — 65 entrepreneurs;
- professional and technical services — 31;
- real estate transactions — 24.
In 2025, sanctions were also imposed on several entrepreneurs, including:
- Konstantin Zhevago;
- Timur Mindich and Alexander Zuckerman, figures in the so-called “Mindichgate” scandal.
Age of sanctioned individuals
The average age of a sanctioned individual is 54.
The oldest person on the list is:
- Lyubov Repa — 95 years old.
The youngest are:
- Artem Saratovtsev — 19 years old;
- Vladislav Nikolaev — 19 years old.
However, the registry lacks birth dates for 411 individuals.
Overall picture of sanctions
YouControl analysts note that the number of individuals subject to sanctions is approximately one and a half times greater than that of legal entities.
The study shows that the sanctions policy of the National Security and Defense Council of Ukraine covers a wide range of individuals—from politicians and businessmen to entrepreneurs and members of occupation structures.
