The average fine has risen to 317,000 UAH: how the employment quota works

In 2025, more than 8,600 Ukrainian employers were fined for failing to meet the quota for employing people with disabilities.

According to the Social Protection Fund for People with Disabilities, the total amount of fines exceeded 2.76 billion hryvnias, reports opendatabot , as cited by "Komersant Ukrainian".

On average, each employer had to pay about 317,000 hryvnias, which is 20% more than the previous year.

How many companies violated the quota

In total, 8,697 employers who failed to meet the requirements for creating jobs for people with disabilities received penalties.

This represents approximately 10% of the companies that were required to meet the relevant quota by 2025.

For comparison:

  • in 2023, the share of such companies was 17.5%;
  • before the full-scale war—only 2.5%.

Which companies are subject to the requirement

The mandatory standard applies to employers with 8 or more employees.

In 2025, there were 88,705 such companies in Ukraine.

This is 2% fewer than the previous year.

How fine amounts have changed

According to the Social Protection Fund for Persons with Disabilities, the total amount of penalties in recent years has remained at several billion hryvnias.

Fines peaked in 2022, when the total exceeded 3.2 billion hryvnias.

Context

Ukrainian law requires employers to meet a quota for the employment of people with disabilities.

If a company fails to meet this quota, it must pay a compensatory fine, the proceeds of which are directed toward programs supporting employment and social integration for people with disabilities.
