Business complaints without paper and manual intervention: the government automated appeals against licensing authorities

Ukrainian business is getting a new tool to protect its rights. The Cabinet of Ministers has simplified and digitalized the procedure for filing and reviewing complaints against decisions, actions or inaction of licensing authorities, "Komersant Ukrainian" reports.
This should remove delays, reduce the risk of abuse, and make the process as transparent as possible.
What has changed
- Automation: complaints will now be processed through an information and communication system, and the applicant’s data will be entered into the register automatically.
- Centralization: the register includes not only complaints about actions or inaction of the authorities, but also about their decisions.
- New roles: the administrator and the public registrar are defined, and the powers of the Expert Appeal Council at the SRS are clarified.
- Transparency: access to public information from the registry is regulated.
Why it is important
According to Oleksandr Tsybort, Deputy Minister of Economy for Digital Development, digitalization removes barriers and makes it impossible to delay or manually interfere in the process:
“An entrepreneur’s complaint should immediately enter the system – without manual intervention, without the risk of delays or abuse. This means faster consideration, transparency and protection of business rights.”
Context
This step is part of a broader program of deregulation and digitalization of business processes. The government has already launched the Pulse platform and a business climate dashboard where entrepreneurs can post their concerns for prompt response.
The licensing and supervision reform has been underway since 2022.
Its goal is to reduce administrative pressure on entrepreneurs and reduce the number of inspections. Since then, the government has canceled or simplified more than 600 permits and procedures.
