The death of a Transcarpathian resident after an alleged beating in the TCC: Lubinets and military commissariat responded

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, said that a Ukrainian woman had approached his representative in the Zakarpattia region and reported what she believed to be the illegal detention of her father by TCC employees. She claimed that the TCC employees had beaten the man, which led to his death. The Transcarpathian territorial centre for recruitment and social support assured that no one had beaten the man, and he died of a heart attack, "Komersant Ukrainian" reports

“This case requires an immediate, comprehensive and impartial investigation. At present, information about the criminal offence under Part 1 of Article 128 of the Criminal Code (negligent grievous or moderate bodily harm) has been registered in the URPI,” Lubinets said.

He added that he had sent a request to the Prosecutor General to clarify all the circumstances. If violations are found, the ombudsman intends to demand that the guilty officials be brought to justice, “regardless of their ranks, titles and positions held”.

According to the military, on 28 August, a man subject to mobilisation was brought to the Mukachevo TCC. Initially, he was brought to the police following a complaint from his partner, whom he had allegedly beaten. Law enforcement officers found out that he was subject to military service. According to the agency, the man passed the VLC, after which he was sent to a training centre – he became ill on the way, and an ambulance was called for the mobilised man.

“On 01.09.2024, while transporting the team to the training centre, the citizen complained to the accompanying servicemen about feeling unwell. The citizen was hospitalised at the Svalyava City Hospital, where he died. According to the forensic medical examination, it was established that the death was caused by a natural disease (ischaemic heart attack of the left hemisphere of the brain) and was not related to traumatic events,” the TCC said.

The CCC added that after Lubinets’ post was published, the management of the Transcarpathian JCCC and JV held a working meeting with the Ombudsman’s representative in the region, Andriy Kryuchkov, to discuss the incident and provide all the necessary information for further cooperation.
