Special pensions for prosecutors and MPs will be paid with a decrease: new coefficients for 2025

The Cabinet of Ministers has limited special pensions exceeding UAH 23,610. This is reported in Resolution No. 1 of January 3, "Komersant Ukrainian" reports
It is noted that during the period of martial law in 2025, a special procedure for payments is established for certain categories of pensioners (civil servants, prosecutors, MPs, diplomats, scientists, and others).
For such high pensions, reduction coefficients are introduced for the part exceeding 10 subsistence minimums:
- 0.5 for the amount between 10 and 11 subsistence minimums;
- 0.4 for the amount between 11 and 13 subsistence minimums;
- 0.3 for the amount between 13 and 17 subsistence minimums;
- 0.2 for the amount between 17 and 21 subsistence minimums;
- 0.1 for the amount exceeding 21 subsistence minimums.
That is, the first UAH 23,610 is paid in full, and the rest is paid in part.
If, for example, a person has a special pension in the amount of 25 minimum wages, then in 2025, due to the application of reduction factors, he or she will receive UAH 32,345 instead of UAH 59,025 (45% less).
The restrictions do not apply to participants of the anti-terrorist operation/Joint Forces Operation and persons who participated in the defense of Ukraine against Russian aggression, as well as to pensions of family members of fallen defenders.
This resolution entered into force on the day of publication and is already applicable from January 1, 2025.
It should be noted that according to the Pension Fund, as of October 1, 2024, there were 10,342,593 registered pensioners in Ukraine, of whom 15% (1,559,748 people) receive a disability pension. The average disability pension in Ukraine is UAH 4,892.57, while individual prosecutors can currently receive up to UAH 60,000 of such pension per month.
