First the limit, then the game: new rules that will change Ukrainian casinos

The Ministry of Digital Transformation of Ukraine has approved the updated Principles of Responsible Gaming, which aim to make gambling safer for Ukrainians. The new rules will become mandatory for all licensed gambling organizers after their official publication, "Komersant Ukrainian" reports.

Key changes in regulation

• Mandatory setting of limits – the game will be able to start only after the player independently determines the time and cost limits. This should prevent reckless spending and loss of control over the time spent playing.
• Self-restriction mechanism – gambling organizers are obliged to immediately block access to a player if he or she submits a request. This will allow people who are aware of a gambling problem to effectively protect themselves.
• Prohibition on rewarding losses – casinos and other organizers will no longer be able to offer bonuses, alcohol, or gifts for losing or after a player decides to stop playing. This practice was often used to retain players and provoke further losses.
• Informing about risks – all organizers should post clear information about the risks of gambling addiction and provide contacts of services where professional help can be obtained.

Control over implementation

The Ministry of Digital Transformation encourages citizens to report violations of the new rules. If a casino or other gambling organizer does not adhere to the established principles, you can contact PlayCity at [email protected].

The updated principles will come into force after the official publication of the order, which will give gambling organizers time to prepare for the new requirements. This decision is part of the government’s broader strategy to regulate gambling and protect consumer rights.
