Marco Rubio: US will review all aid provided to Ukraine

U.S. Secretary of State Marco Rubio said that the United States will conduct a full analysis of all aid provided to Ukraine in recent years. In case of violations, appropriate measures will be taken. This is reported by the website of the US State Department, "Komersant Ukrainian" reports.

“Obviously, all of our assistance will be analyzed,” Rubio said during a speech in Congress.

He reminded that spending is controlled by inspectors general, including a special inspector general responsible for overseeing aid to Ukraine. According to Rubio, in case of detection of facts of abuse or misappropriation of funds, the United States will definitely respond.

He also emphasized that the end of the war between Russia and Ukraine remains a strategic goal of the United States.

“We have provided significant support to Ukraine, but this war must end. There is no military solution, only negotiations. The sooner this happens, the less casualties, destruction and costs will be incurred,” Rubio said.

According to him, the top priority of the US administration is “to end the war once and for all.”

As of 2025, US assistance to Ukraine is one of the largest and most influential among all partner countries. It includes military, financial, humanitarian, and technical support.

Total aid
Since 2014 (after the outbreak of the war in Donbas) and especially since 2022 (the full-scale invasion of Russia), the United States has provided tens of billions of dollars in aid to Ukraine.

It is estimated that from 2022 to 2024 alone, the aid reached more than $75 billion, of which about $47 billion was military support.

Military aid
Supply of modern weapons: Javelin, HIMARS, Patriot, Bradley, Abrams, Stinger, drones, artillery, ammunition.

Training of the Ukrainian military in the United States and NATO countries.

Transfer of intelligence and satellite data.

Financial support
Budgetary assistance from the Ukrainian government for salaries, pensions, and social benefits.

Loan guarantees, loans, grants through the IMF, World Bank, etc.

Participation in the Ukraine Recovery Fund.

Humanitarian aid
Supply of medicines, food, generators, water purification equipment.

Support for internally displaced persons, refugees and the affected population.

Mine clearance and assistance in investigating war crimes.

Control and Audit
The United States has a special inspector general to oversee aid to Ukraine (SIGAR for Ukraine – similar to Afghanistan).

In 2025, the State Department announced a second full audit of all aid to Ukraine to avoid abuse and ensure transparency.
