The United States joined the Coalition of the Resolute for the first time: what they decided on the war in Ukraine

A meeting of the “Coalition of the Resolute” took place in Rome. Following the meeting, the leaders of the United Kingdom, France and Ukraine issued a joint statement containing a number of important strategic decisions and initiatives, "Komersant Ukrainian" reports, citing the press service of the Office of the President of Ukraine.
The United States joins the coalition
For the first time, representatives of the United States – Special Representative for Ukraine Keith Kellogg and Senators Lindsey Graham and Richard Blumenthal – officially joined the coalition of the willing.
The participants welcomed this strengthening of international coordination and expressed their gratitude to Italian Prime Minister Giorgia Meloni for the successful holding of the Conference on Ukraine’s Recovery.
Russia violates agreements – more than 700 civilians killed
The leaders reiterated their condemnation of Russia’s illegal invasion as a flagrant violation of the UN Charter and reaffirmed their commitment to Ukraine’s sovereignty and territorial integrity.
They recalled that 4 months have passed since Ukraine agreed to a complete ceasefire, but Russia has not only failed to reciprocate, but has intensified attacks on civilians. The attacks have killed more than 700 people and injured more than 3,500.
The peace process and Trump’s role
The participants supported the idea of further negotiations between Ukraine and Russia. The initiative of Donald Trump to launch a peace process with the support of the United States and partners was particularly noted.
Sanctions against Russia’s war economy
The Coalition agreed to prepare new sanctions against the energy and financial sectors of Russia, in particular against Russian oil and gas exports, the “shadow fleet” and illegal supplies through third countries.
40 billion euros of military support
The leaders announced their intention to provide Ukraine with at least €40 billion in military assistance in 2025. The priority is to strengthen air defense systems, interceptor drones, and the development of the future Armed Forces of Ukraine.
Coordination will take place through the Contact Group, NATO’s NSATU initiative, and capability coalitions.
Possible deployment of multinational forces
After the end of hostilities, the coalition is considering the deployment of a multinational deterrence force in Ukraine – Multinational Forces – Ukraine. For this purpose, an operational headquarters has already been established under the leadership of the UK and France.
Ukraine has expressed its readiness to invite such a force and to conclude relevant agreements.
Long-term financial support and the Black Sea
A collective budget support plan for Ukraine is planned for 2026. The importance of ensuring free navigation in the Black Sea and supporting demining was emphasized.
The leaders also agreed to continue exploring mechanisms by which Russia should compensate Ukraine for its losses, in particular through the proceeds of frozen sovereign assets of the Russian Federation.
